The ACIP (Advisory Committee on Immunization Practices) voted to include a 3rd MMR vaccine because of so many mumps outbreaks. This is because the Mumps component is a FAILURE. No discussion on the whistleblower lawsuit against Merck for providing false efficacy test results on their MMR vaccine:

No discussion whatsoever on the ever-increasing number of adverse reactions to the MMR, or the growing acknowledgement by the medical community that injuries caused by the MMR are far more serious than acquiring the illnesses naturally during childhood:

These decisions were not made in the best interests of the public. They were made SOLELY to support the vaccine industry, which in turn is the major financial support of the ACIP, the CDC, and much of the allopathic medical community.
