Which is more important to protect?

Question

Which is more important, a victims right to remain silent, or protecting others from becoming victims of the same crime? 
Should we be accountable to protect others, or are we only responsible to protect ourselves? 
In case I haven't made it clear, I'm referring to sexual consent violations.

I'm disgusted by the current results. 
A victim's right is ALWAYS most important.

Wouldn't public safety benefit victims as well? Put the bad guys behind jail and punish them, I think the victim would feel relief and it would keep the rest safe as well. 
Both are important and I believe they come hand in hand.

Seeing as this is a site for people who are parents, or trying to become them. I'd like you to consider for a moment, that statistically, one in ten of your sons, will grow up to be a sex offender who is charged with a crime, and three in ten will experience inappropriate sexual attraction to a minor. Alternately, one out of seventy one, will be the victim of assault.
One in five of your daughters, will be a victim of sexual assault, half of which will be before she even turns eighteen. Though fortunately, only one in a hundred, will be an offender themselves.
Every ninety eight seconds, someone living in North America, is being sexually assaulted. We need to stop focussing on punishment for crimes that can never be undone, and start focusing on preventing them from ever happening.
From providing help to adolescents experiencing inappropriate attractions, to ensuring that victims come forward, and name their abusers. 
We can't fight a battle to end rape culture, when we are living in a society that has made even discussing sexual assault taboo. 
I have been a victim of sexual assault multiple times. Most of which happened before I was ever an adult, and more than half, without me realising until much later, that it was even assault. Sadly, my experience is a very common one.
The only way to prevent these crimes from continuing, is to eliminate the mentality of shame surrounding it, and ending the culture of silence.
I have been a victim of sexual assault, and I am proud to have not only survived, but protected others from my attackers. We need to protect each other, and stop being ashamed and silent, about  something that was beyond our control.
