There bio father has been MIA for two years and has not supported them in anyway even when he was around . They now know a new man as daddy n I want to change there last name to his. I read u need bio dad's permission but as I said I have no idea where he is I have no contact info at all nor do I really want to deal with him because there is a history of DV. Anyone know how I can go about changing there last name without him?
