My husband and I witness someone ran over a dog and the poor dog didn’t die it was just bleeding and couldn’t stand up.

When I was a little girl my dog got hit and didn’t die it just bled internally and was paralyzed on her legs. But she couldn’t hold herself up. We were poor and took her to the vet right after it happened and the vet wanted to charge 20 to see what exactly she had wrong with her.. we didn’t have the money so had to go back home and the dog lived delusionally peeing herself bc she couldn’t move, for 4 days until my dad was paid. Then they took her to the vet to get her euthanized which they had to pay for as well.

If someone ran over a dog and didn’t run away actually stopped to see if it was okay or if it died whatever. Should they be responsible to pay for vet bills?

My husband and I got into a huge fight over this bc I was so emotionally involved but he says no🤷🏻‍♀️
