Uncomfortable at work

So I work with a bunch of women. Which can be full of drama. (Idk how many of you would agree) Never I have I ever felt this uncomfortable at a workplace. Our manager always defends/covers for people’s mis-behavior.. the tension in the office is terrible it feels like every time somebody goes in to talk to the manager they’re talking shit! Would it be worth it to go to HR about it? I’ve been with this company for 3 years and like I said, I’ve never felt this uncomfortable, I don’t even feel comfortable going to the manager since she’s part of the problem, co-workers are the other half.. thoughts? Advice would be appreciated
