Is it legal for someone to take a picture or video of you without your permission or if you ask/tell them not to??
**I was in my car in my mom's parking lot, very small apartments and thus dude came over and started taking pictures of me and my car for no reason and I asked to please not to and he just kept doing it.

Depends on the state you live in, IF the person recording is interacting with you. For example, if he were giving you something or talking to you, then he could record without your consent (depending on where you live). I think there's only like 13 states where both parties have to give consent. Most though, only one party has to consent (either the one recording or the one being recorded). 
The specific laws for your state may be worth looking into.

depends where you live where I live its illegal and the person can get into serious trouble if they do not have your permission to take pictures/video you.

Definitely not..... if it's for like a film you have to sign a paper saying you agree to it... and I image the same for a photograph... just a former art graduate speaking from experience!!
