I really need some help with something...

Okay so I'm in college and I've only dated once in my life, nothing serious but there's a guy in one of my classes that I find really interesting and I could possibly like him a little but I've never really talked to him to know if I really like him. Anyways, I still feel strongly about some things like if a guy finds you interesting then he will talk to you first but this has not really worked out for me in the past and we just stare at each other a lot but never really say anything to each other so I was wondering if it would be OK to talk to him first? And if so, how do I even start?
