That is so wrong. I wouldn’t even give them the benefit of saying something, and just report them 🤬🤬

Ask them why they do it. (I'm curious as to what a "logical" answer could be).  This could open up a conversation regarding car seat safety. Perhaps their child unbuckled themselves (this is not excuse by any means but at least provides some insight into why it might be happening).  And then if they do it again, report them.
