I need to ask a personal trainer a question

When it comes to building muscle, there's this normal look. But recently women have been having these extremely lean cores with huge quads & biceps. I've always been told that when it comes to exercise, you can't focus on one specific area. You lose weight & gain muscle all over. But that seems to not be the case nowadays. Woman have super tiny lean cores with huge muscles everywhere else. How that work? 👀 lol
