Can a person with a Drug felony travel out the country?

I’m planning a special trip to Europe for my mom but she has been to prison 3-4 times with drug charges but only within the US. Would she be able to get a passport with those charges? I live in Ohio

She can likely get a passport (provided she isn't serving parole), but the question comes at the other end and what their laws are.
For instance, if I have a drink driving conviction in New Zealand, I can't get into Canada.
If I have been to jail for longer than x amount of years, Australia will likely send me home on the first plane.
Because your mother has a history of imprisonment and drugs charges, it will be attached to her passport and customs/border control at other countries may refuse her entry, and send her home.
