what is the correct order of putting makeup on your face? also does it feel weird, sting, or hurt to put eyeliner on your waterline?

There is no correct order. You should do whatever you feel is better for you. Some people like to do their eye makeup before their face makeup. I prefer to do my face and brows before my eyes.

1. Clean my face with a toner
2. Moisturiser
3. Primer
4. Foundation
5. Concealer
6. Powder
7. Bronzer
8. Blush
9. Contour
10. Highlight
11. Eyebrows
12. Eyeshadow (if I’m bothered)
13. Eyeliner (if I’m bothered)
14. Mascara (+ lashes depending on occasion)
15. Setting spray

I usually do eye makeup first because I use tape to get more precise lines and you can clean it up if need be. But I used to do face makeup first so it doesn’t really matter

Do what works for you best. On another person I will always start with their eye makeup first then do the foundation etc. 
On my self I will start by 
1 - wash and cleanse dash
2 - moisturise skin 
3 - apply foundation 
4 - apply concealer 
5 - bake under the eyes
5 - apply blush 
6 - apply bronzer (matte finish) 
7 -  apply highlighter to cheek
8 - apply a “base” eyeshadow 
9 - apply eyeshadow in crease for transition colour 
10- do whatever I have to do for my eyeshadow look (colours, designs) 
11 - apply mascara 
12 - draw on eyebrows and fill in 
13 - highlight brow bone 
14 - apply lip liner 
15 - apply liquid lipstick 
Then take selfies 🤳🏼
