It really depends how flirtatious and if the flirting is desired. If it isn’t desired, it can easily turn into sexual harassment.

I met my husband through work.  We would never have dared to be open about our relationship status or be flirty with one another.  
We both take our professional reputation very seriously.
When I was a teenager working as a waitress? Oh hell yeah I hit on the pizza boy lol.
As an adult, if you’re a professional you know that Work is about Work and you don’t want to be viewed as someone who flirts.  It’s not a good look on anyone.

It depends on the relationship between the people. If everyone is okay with it then it's fine, if someone isn't into it then it shouldn't happen. There isn't a set rule that's gonna work for everyone. I used to flirt in one of my previous jobs, but it was all a joke and everyone would get involved. If someone had said they didn't like it we wouldn't have done it with them. Be clear on your boundaries and make sure people respect them

I think we need to be careful as women doing it. I would joke around with a guy twice my age that I work with and sarcastically say “yeah totally of course” when he called and said “do you miss me” and then one day he asked me for nudes despite me telling him I was not interested.
