Measuring at 35% percentile 😳 what does that mean!

I went to the doctor yesterday and had a scan. He measured the baby and said she looked perfect and was on the 35% percentile of growth. What does that even mean? 35% seems small but he laughed and said she was perfect size... can someone please explain! 🙈🙏🏼
