Delayed speech

So my daughter just turned 20 months❤️ she is very smart and understands everything I say to her, and also has great hearing. I’m worried because her vocabulary is about 8 words, and she only likes to say them when she’s in a talkative mood. She babbles all day and seems interested in leaning new words, but doesn’t like to say them. Is this something I should be concerned with? I read to her everyday, and practice sounds and words with her. Could this be signs of a delayed speech problem or is she just taking her time talking? Anyone else experience a similar situation?
