25 dpo no positive test ? Help

I am on day 43 of my cycle (clinic 100 mg, orvidel trigger), 25dpo with no positive pregnancy test. My doctor ordered a beta test, estradiol and progesterone test today (negative beta test, estradiol 132, progesterone 11) and says to continue taking progesterone (100 mg orally two times a day) because I could still be pregnant. Does that seem reasonable that hGC is <1 25 dpo and I could still be pregnant? My doc is not so helpful with explaining things. Thanks for any insight.
