⚠️Eczema cream question

I recently got this cream/balm for my 16 month old because she has really dry spots on her legs and her butt too, so I’m giving it a try tonight. Does anyone know if I only apply it on the dry spots or all over ? Also , has anyone else used this and have a good outcome ?
