Cannot Tone The Booty...HELP

Alright ladies... here's a fun one. Let me start off with that I am not overweight, but I am not skin and bones either. I'm just pretty average. I use to be a dancer, but left my dance company a few years ago and lost my fit body right along with it. With this being said, I am no longer toned (this is a work in progress). However, no matter what I try, I cannot get my glutes to fire, just my leg muscles. I have no Idea what to do... no matter what I try, (squats, glute bridges, donkey kicks, resistant band workouts...anything) I cannot get my glute muscles to fire. What do I do??? Any help is greatly appreciated. Thank you so much!!
