Tips on feeling full?

I currently do not work out regularly but would like to get back to it, the only problem is that i have a very fast metabolism and it kicks into overdrive when i'm more "active". I usually try to eat 3 reasonably sized meals everyday and one or two snacks if i feel hungry at some point throughout the day, but even this is just keeping myself functional and not really full. my meals generally consist of mostly carbs (the only thing that will fill me up) with a protien and a little bit of fat. If i had to guess i'd say 50% carb, 35% protien, 15% fat. I am on a (very tight) college student budget so i can't just buy tons of food to tame my uncontrollable appetite, but i also want to be eating at least semi-healthy. In short, I was wondering if anyone had any tips on feeling full without having to either break the bank or just eat junk.
