There are specials on Groupon in most places for bar hopping. The driver will take you to several bars throughout the night. Maybe you can set something up with the bar to where they can give him little surprises ( from you) at each bar leading up to something big at the end of the night.

For my boyfriend’s 21st I planned a treasure hunt around significant places, with drinks/snacks along the way and a meal at the restaurant from our second date. I was going to get staff from the various places to hand the note but he gets anxiety so I just did riddles, folded up as origami shapes which I handed him when he got to the right place!

You know really cute idea, especially if you didn’t want to do alcohol (or are underage to buy it) would be to make a hangover kit. You could get a small toolbox or just a cool basket and fill it with things like Gatorade, Tylenol, and Eye mask, his favorite snacks and candy etc
