Depends on the person and situation, honestly. Requires a lot of money, responsibility and maturity but it can be done.

not if your mature enough. I'm 19 my husband is 20 we have two angel babies and are trying for our rainbow

Not if you are mature and ready for it. I had my daughter at 19 and now we are happily married ttc number two. Age doesn’t dictate how you are going to parent or how your life is going to be. 
If you are a mature adult with a stable life and can provide I don’t see why it matters.
