Baby hungry or just soothing?

Baby is always rooting around, i.e. licking blanket or rubbing face on shoulders while being burped, even if he just spent 1-2 hours breastfeeding. I know he is getting colostrum because sometimes he spits it up. I know babies like to cluster feed. But could he still be hungry when he is spitting up colostrum or is he just using me as a pacifier. It’s really starting to frustrate my husband who thinks he isn’t getting enough to eat. Or isn’t filling up quickly enough because we have a toddler who demands attention. 🤷‍♀️
