Working out

I want to get a butt. I heard that doing cardio hold you back from getting that real pop in the booty that I want. I just started working out with weights/focusing on legs/butt. But everyday I ride or run a mile or two with my dog because she needs exercise. And I hike a lot in the spring/summer. My butt is still flat. Will this halt my progress? I have had about a month off from all exercise.
