No, he has not been served. He's got to call the sheriffs office. As it states on these it's a civil case document, I assume he knows (or would have an idea) what the papers are. He basically can take his own sweet time to go grab them...or not. But as someone else indicated - it doesn't look good on him if he doesn't go collect.
If divorce papers all the law help sites state that if the person cannot serve them face to face they have to keep trying. It's not good enough for a divorce court that the "serve" has been attempted and he hasn't contacted the sheriff office (if he decides not to contact the sheriff)

If he doesn't collect by then he may just get served at the court hearing, I've seen it happen. Not sure how all that works in your area though.
