2nd time moms at 17 weeks

I am wondering if there are any second/third+ moms out there that are 17 weeks and still haven't felt definitive movement. I am 17 weeks one day and could feel full blown kicks with my first (twins) at 18 weeks so I am starting to worry a little. I sometimes think maybe I feel flutters, but then can't be sure.
