If the cat seems to enjoy it and its only at night I don't see nothing wrong with it. Now if it was all day, than yes.

Happened to us once
We use to keep our cats litter box in the garage along with their food and water so that our house wouldn’t stink up. One day my husband brought the dog inside cus it was raining and the dog closed the door i guess while we were out and someone called to complain about us they ended up having to do a home check. I would recommend you not do that if you have nosey neighbors. I have super  nosey neighbors who have put complains about us many many times. I have a feeling they are just trying to get us in trouble too. They had called to say we neglected our dog too which is false cus our dog has his food and water changed daily and has a bed in the yard. We do not keep him inside because the person who gave him to us never potty trained him so we cannot have him inside.
