Can I go REALLY LIGHT?

My eyebrows are really dark and kind of thicker (they need to be I have a large forehead lol) and I'm pretty fair complected. Can I have blond hair without dying my eyebrows or looking washed out? What colors would look good on me? Here's a pic of me with my hair straightened (well at least it was for like 2 hours but as you can see it's already starting to kink back up lol) so you can see my eyebrows and skin color for reference! I really need help!!! Lol
