So he’s, if he’s paying money but not physically present and/or involved then he’s an absent parent.

I would say so. Just because he's doing the bare minimum and providing financially for the child, doesn't mean he's being a good father. If he's not spending time with them or loving them, I would say he's absent.

I say yes because my brother pays child support and hasn’t seen his kids in over a year (one he’s never even met!) and he has no desire to see them .. they are actually getting beat by the mothers new boyfriend and he’s not doing anything to try and get them.. just because they pay doesn’t mean anything .. a true father no matter what will go through hell to see his children.
