Dads claiming daughter?

So my dad will not let my fiancé claim our daughter because she is on my dads medical. He says he can get in trouble for my fiancé claiming her if she’s on his medical. I don’t feel like he’s trying to be mean I feel like he’s genuinely concerned he’ll get into trouble. I’ve asked and was told no but am wondering if anyone else has had issues with this or if their parents got into trouble???

I know with my medical insurance that I have to claim my kids on my taxes or they could lose my insurance. The only exception my insurance gives is proof of some sort of court order giving another parent the right to claim the child (I.e custody agreement or divorce agreements). I know different insurances have different rules. 
I remember when my son was born, I was on my moms insurance and I couldn’t put my son on her insurance unless she adopted him (wasn’t going to happen). So he had to go on my ex-husbands insurance.
