My son hates to sleep or nap in a pack n play. The mattress or pad in the bottom is so uncomfortable. My in laws bought an upgraded mattress for their pnp and my son still fusses before sleep (when we travel to their home).

Yes it's safe, it is just not recommened for long term, every night use

safe?  yes. best?  probably not. I did a lot of research and found that because there is not much padding it can hurt their backs when used over a long period of time.
