What Is This Hairstyle Called ?

I know this may not really be pregnancy related but now that I had my baby i'd like to change my look. I really like this , correct me if i'm wrong it's brown hair with blonde highlights? Also, if there's any cosmo mommies on here, about how much would they charge in a salon to do this ? I have hair that is shoulder length/ does not pass my shoulders right now . I plan on getting extensions but just for the dye how much would it be ? My hair is already all blonde ! I'm just asking before I go to a salon and ask ,
