9 month old scratching and pinching?

So I have almost 9 month old twins, and my little boy is Soooo mean! He pinches, scratches and bites everyone who gets close to him. I know he is probably just exploring his sensory skills...but damn it hurts 😂. Anyway, anyone else's babies do this? and I just need some ideas on how to correct this behavior? I don't want to tell him "No" or give him the impression I'm mad, because he is only a baby of course. But seriously this kid has drawn blood on my face. And when I tell him "Ouch that hurts mommy", he smiles and laughs! Any ideas and help is much appreciated. Here is a picture of my twinkies 😍
