Toilet paper lint or discharge?

I was analyzing my girl yesterday and found some white stuff hiding under a vulva flap, it was solid and it was hard to rub it off. My first guess was toilet paper but someone else suggested that it was discharge but it was thicker due to my lack of water, what do y'all think? I'm not sexually active and I'm a virgin so I don't think it's anything to do with an infection.
