Insane neighbor (long post)

So I live in apartments and there is this odd little lady that lives with her son not directly below me but below me on the other side. Well when she first moved in I would go out of my way and say hi to her and be friendly everytime I saw her since she didn't ever really speak. I felt like she was off because you would always hear her screaming at her son who looks to be maybe 17 but I would never even hear him talk back. I would see him walking out of the apartment with his head down and her chasing after him ranting about god knows what. Which isn't even my business so of course I would stay out of it. Anyways my issues started with her the past 2 months. I take my dog out back behind the apartments. I've noticed she leaves her ciggs out there and other trash, but again even tho it's not on her property it's a community area so I stay out of it. So my dog goes out back and he ALWAYS uses the bathroom in the woodsy leaf area. It's about 40 feet from the apartments and it's in no ones path where they would be walking or could even really see it and the office management said it was fine for dogs to use the bathroom without it being picked up in that particular area. Also it's in no view or even on the side that this woman's apartment is in. When my dog and I go outside it's usually early morning middle day late night but never really the same times. We are quiet, we are not loud going up or down the steps and my dog literally does his business in about 2 minutes. Well About 2 months ago when we were out there I couldn't see her because we aren't in her view or on her side of the back but she started frantically flicking her lights on and off when we were out there one night and the first time it happened it freaked me out. She did it the entire couple minutes we were out there. So the next time we went out maybe 5 am the next morning as soon as we got down the steps I hear loud banging on her sliding back doors and lights flickering on and off. So that was the start of the crazy behavior. Then she would run to her side window and peep through the blinds at me on my way Back up the steps, she didn't realize I could see her at first so I waved and she jumped real fast and waved back. From there on its just escalated. She is watching me all the time! Any time of day or night even when i don't have my dog she will open up her door when I'm going to my car and stare at me and shut it real fast. She does some odd thing everytime I leave my apartment. When my dog and I were out back I'd hear her sliding door open and I couldn't see her from the angle I was at but she would just stand there and watch us till we left then run to her side window to watch me go inside. She even set up an oven mit in between the blinds so she could watch me thru the opening. She's a fucking creep. So a few weeks ago we were out back and she did the frantic crazy light flicking and banging on the sliding back door and this time I was like no fuck that I had a super long day at work my dog was locked up all day he and I have every right to be in the common back area we all pay rent he wasn't barking or doing anything wrong and the only way anyone would even know we were out there is if you spent the entire day watching and waiting for us. So I stand there for about 10 minutes. I'm not leaving I'm standing my ground. So she flicks and bangs for 10 entire minutes. I was prepared to stay there as long as it took for her to stop. Which I'm not even sure how she knew we were still outside because again she can't see us from our back. So finally when she stopped I'm like ok time to go in. So for about 2 weeks after that everything settled down. I was feeling good like wow I stood my ground. She's leaving me alone now. Well a few days ago I started noticing there are shards of glass placed in specific places my dog uses the bathroom. Then I peak around to see if I can see her in the back watching us because at this point I'm so pissed idc. And I see the reason i haven't been hearing her sliding door open or close like it usually does when she is watching us is because this crazy lune actually removed the sliding door out of the track and has it leaning to the side. Mind you it's been anywhere from 20-60 degrees here and she only has a screen door on the one side where she took the door down! So I'm like ok this bitch is legitimate crazy. Next day I come down. I see a large stick and a pile of all my dogs shit compiled up. This psycho went out into the woods with a stick and gathered all of my dogs shit and literally had to travel 40 feet with each piece to put it in a pile on the steps and had to go through leaves and dirt to even find it. So I'm incredibly angry and at this point im like I'm over dealing with this psycho. So I'm going to just start taking my dog across the street to the park that way I don't have to walk past her apartment or anything. Well I've been doing this for about a week now and the nonsense has continued. Everytime I myself or my bf and son leave our apartment she immediately opens and slams her door really fast but you can't see her. And I mean she does this every time!! It doesn't matter the time of day or night. She is always watching and waiting for me. It's horrible and making me paranoid. Then this morning I was walking my son and bf out to the car to say good bye and she opened her door when I had my back turned and started shouting something and slammed her door. I've literally had it. She's making me paranoid. Then when I come inside if she wasn't already out side i looked through my blinds and see her come out to the front of the apartments to literally look at my window glare and go back inside. I also forgot to mention she started going outside when my son and I are on the playground and will sit on the front steps that we take up to our apartment. So she is blocking the way to our apartment and when she will do a 3 inch move to the side like she expects us to walk around her. So i just walk to the back and go up the back steps. As soon as we go inside she goes inside. If my son and i are out there for 2 hours she will be out there. She never speaks to me tho won't say anything when we are face to face. Oh also she has her phone on her and I think she takes pictures of me. One of my neighbors said she was taking pics of her. I'm calling the front apartment office today. Is there even anything that can be done? She's not directly threatening me and I can't prove the glass shards but this is starting to really effect me
