He’s never home 😔

My daughter is 2 weeks and 1 day. My boyfriend has changed ONE diaper and has never woken up in the middle of the night to help with her. Not only that, but he hangs out with his buddies at least ONCE A DAY. I tell him to come home by 12 tonight and he didn’t get back til 1. It’s starting to really effect me. I can’t just leave and have fun so why does he? And even if I could... I’d rather be home with my beautiful daughter I just had. When he is home, he spends all of his time on his damn phone or in the basement smoking. Every time I yell for help he always says “hold on.” I’m getting so frustrated and I have talked to him about it. He constantly apologizes but hasn’t changed one bit. What do I do? I can’t just leave him. I definitely don’t want to give up, I love him and the chemistry is still there. He’s just the worst listener and thinks I’m being dramatic about this. Am I? Also, I have to add that he doesn’t work either. He does little side jobs to pay the bills, but nothing is ever set in stone. Before having my daughter.. I have always paid half the bills. My taxes all went to bills and my daughter. How should I go about talking to him?

Edit to add; He also does not clean. In the year we have lived in our own place, he has never washed a single dish or has done a single load of laundry. I almost ALWAYS have to tell him to clean, he never does it willingly without reminders. He says I need to “make a list” but with having a newborn and cleaning, making a list is the last thing on my mind with juggling everything 😒😔😴

Also, we both actively tried for our daughter. He knew exactly what he was signing up for, so it’s not like I got knocked up and he’s surprised by responsibility. We both wanted this... or so I thought.
