Serial killer Toronto (possible TW)

This serial killer was targeting LGBTQ members. He would lure them to hook up, and then kill them and bury them into planters which he used for landscaping work. Investigators are still conducting searches into places McArthur worked, to possibly find more victims. When McArthur was arrested, there was a would-be victim in his apartment.
So now for questions:
1) why do you think this went unnoticed for THIS long? As the article states, they believe this could date back to 1975. How did the police not suspect a serial killer was active in this community?
Was it the demographic of the victims?
2) i believe police will find more bodies. There has already been someone who came forward about an attempted assault but he didnt come forward before because he felt like the police would discriminate against him because of his sexual orientation/ just being a man.
We all know sexual assault victims often face victim blaming, but what can we do for men to make it less stigmatized for them to come forward about abuse/assaults against them? How can we help men get the justice they deserve too?
EDIT** i also forgot to mention that most of the known victims are POC. So this adds to the dynamic.
