How to deal

So my husband and I have almost been married for two years. We are financially stable and have such an amazing marriage. Our families are supportive and awaiting a baby addition. We aren't actively TTC but I want to. I tell him I'm ovulating and try and make him feel so wanted and tell him to cum inside me but then he's like " you know I can't". He talks about babies here and there. Or has dreams that I'm pregnant whenever we had a pregnancy scare he was always so hopeful that I was. I don't get it! Like almost as if he also wants one but just doesn't want to cum inside me? Although he always loved doing it when I was on BC. Help? Anyone's hubby been this way?
