Beyond confuse

So I’m writing a proposal essay and my teacher makes no sense. I am beyond confuse on how to write it..... I got my intro down and thesis but how do I bring up the counter argument and rebuttal and supporting points? Do I bring up the counter argument on its own paragraph or ughhh stress
