What does the bible say is okay regarding making out. Is it okay to make out if you don’t do anything else, like touching or anything sexual? Also is masterbation a sin?

Masturbation is a sin because it is self-centered. The pleasure in sex is for the spouses to enjoy and as a gift to the other. What also follows is that oral sex is also a sin because it is essentially mutual masturbation.
