Is it infected ? Or normal ?

Does this look normal? Baby's diaper TOP has a small brown blood spec. 
What should I do ? How do I put the diaper ? 
He is a small baby - so even a NB size diaper doesn't fit very perfectly.

fold the top of the diaper inwards so it don't rub it should be fine

looks fine to me, he probably will just have an outie.. possibly an umbilical hernia but those usually correct themselves by the first birthday, my youngest had one

I always folded the top of the diaper down a bit before putting the sides on
