The short answer is No. There are many many passages where God speaks about cherishing women and how special they are or the great women of the bible.
As for why men are mentioned so much there are a couple reasons... the first being in the family structure the man is the head of the household (not superior just ultimately responsible for the well being of his family). This means often the man is speaking for his family. Second, God often explained things to people in the context of what they could understand and in history a lot of when the bible was being recorded was a Male dominated society so Gods word can be influenced by that. I think He does a great job making it clear in both the old and new testament how equal and important women are... not just. y words but by how the heroes of the bible, including Jesus, treated and relied on women. 
As for your questions about popes and cardinals you have to understand that is 100% man made...nowhere in the bible does it say there should be popes and cardinals etc... so since it's a man made construct those limitations are placed by humans not by God.

There is nothing inferior about women in God's eyes- after all, no one has ever been or will ever be closer to Christ than the Most Holy Theotokos and Ever-Virgin Mary! She carried God in her womb for 40 weeks and nursed Him as an infant and cared for Him all His life. How can anyone say that Christianity treats women as lesser beings? However, that does not mean that men and women are equal- that would be like saying that apples are better than Oranges and yet they are too different to compare! Men and women have different abilities and therefore different roles. As Saint Paul says in his letter to the Corinthians (by the way, he was writing to the Bishop of Corinth) "Man is the glory of God and Woman is the glory of Man." Look at it this way; all the offices of the church (which are not man-made but ordained by God) are for men- why? Because men are designed to be like the bridegroom Christ; leaders, teachers, masculine, protectors, disciplinarians, etc. Women are brides, like Saint Mary; helpers, obedient, nurturers, caretakers, etc. Why would a woman need to take the role of a priest or bishop when it is the man's job to guide and protect? Women have other important work to do that men cannot. That is not to say that women are incapable of doing a man's work or that they cannot be spiritually superior to a man, but that they have a different role to fulfill and likewise for men. Eve was the downfall of man because she was disobedient to her husband and her husband was subservient to her; he reminded Eve of God's instruction but she did not listen and he gave in- this is what happens when men are weak and women are disobedient! But look at the New Eve, our Holy Mother Mary, who was obedient to God from the beginning! Through her, God incarnate was born! She is the New Ark of the Covenant! She is the redeemer of Eve.
