After tons of research I finally found an amazing tablet & headphones for my 20 month old son.
The headphones have volume control so they can't blast their ears out. $15 on Amazon
The tablet is a Samsung Galaxy Kids Elite. $99 on Amazon but I got mine for $40 on Offerup brand new still in box.
He's able to fully work the tablet. Watch videos on YouTube, watch Netflix, play games. Come in handy for car rides, doctor appointments etc.
