Spot that won't tan?

Question

I know tanning is bad blah blah blah. So anyway, I've been tanning for a month before a tropical vacation so I don't fry on the first day. There's this patch on my arm that doesn't tan though. Does anyone know why? Whenever I try to Google it, I just get results on bunny spots.

I forgot what it's called but my friend gets that on her arms and back. She has to put medication on it before going into the sun. There's a name for it I just can't remember! I would go to the doctor and have them check it out :)

I have a huge sliding scar from softball on my thigh and it won't tan. It stays white, like way lighter than my normal skin tone. Is that an old scar?
