How would you discipline this situation?

Question

My child (age 5) keeps getting frustrated with their sibling (age 2) and grabbing their head and shaking it. 
I have tried a few different methods but so far nothing has worked. My youngest is not innocent, they are doing things to piss the 5 yr old off.  But they are 2 and I can’t keep them separate all day. 
How would you discipline this? 
And before you suggest spanking, I am 5ft and pregnant. 5 year old is getting too strong and I see strapping them down as abusive and possibly phobia inducing. I also avoid spankings as much as possible.

Make him aware of the consequences (whatever you choose it to be ex: no internet, no tv ect) and stick to it. It might take a few times but it will get around to it.

you can try having him sit on his hands in timeout  (you hit you sit as always been my method) or considering he isn't 'hitting' I also have had children stand with nose on the wall, hands up for time out. each time being longer until they learn, methods have always proven successful fairly quick in my experience. punishing the younger one as well for aggravating might should be considered also...aggravating for the sake of aggravating is bully  behavior and shouldn't be tolerated either. good luck! 😊 #joys of parenthood

A swat on the arm is an alternative to spanking, plus time out and loss of privileges are good choices. My mom always used extra chores as a punishment when I was younger and there was no TV or toys until I completed them. Plus you can remove all the extra stuff from their room just leave the bed and their clothes but take the toys and the pretty things if he really doesn’t want to respect the rules. I know it sounds harsh but if you allow him to just ignore what you say and push past consequences imagine what his behavior could turn into in a few years? It might not be the direction you want to go but that’s my advice. 
But positive reinforcement is something I paid with that kind of discipline, sticker charts have been super effective with my boys. Every day that we don’t have any major issues (you know outside of basic child behavior) they get a sticker if they have set number of stickers (we do 7) they get to pick a prize from the prize basket (I buy stuff at dollar tree) and if they have a good month (I consider 24 stickers a good month 😂😂) they get a special treat with Mom or Dad like go for ice cream or go bowling etc. something small but still something they love. 
Different things work for different kids but I do this for both of my boys and plan to do so with our third. You can obviously adapt it to what it best for your family. 
I had a cousin who thought it was stupid to reward my child for “doing what they’re supposed to” but you get a paycheck for doing your job, so I just see this as their paycheck. But like I said different things work for different families.

I would go voodoo....a good stern yell to literally scare the hell out of him/them might work. and then the dreaded time out...like 10-20 minutes at a time. my son would get sassy and i would pop the wall with a 5 gallon paint stick. never ever hit him with it but it put fear through him unlike anything else.  lol. don't back down mom, YOU GOT THIS!!!
