Only gain weight in legs and belly??

I know everyone’s body shape is different, but even with working out for several months I still only lose weight where I don’t want to, my boobs and butt are basically flat but I still have fat thighs and a fat stomach, which gets bloated every time I eat anything. It’s so frustrating.
