For teenage girls, is it better to have them start with pads, or can they go staright to the cup. Obviously their size cup, but can they?

So I just discovered the cup. Wow. My whole life I lived in fear of going public during my cycle and now I feel more secure about my period than ever before. I wish I had never had to live my life using pads and tampons. As a mom of a young girl who has yet to even start her "cycles" I wonder if when she does start do i give her pads for the first few cycles and give her the option of the cup. Or do I just get her one she can use right away?
