Failed Hearing Screening

FTM. So my daughter failed both of her NB hearing screens while in the hospital (born 5/22). I know that its common and could be something as simple as having fluid in her ears to something more serious. My question is more so when do newborns start responding to any type of sound. Example: my English bulldog is already protective of her and will bark fairly loudly if anyone gets close to her or just in general. It doesn't make her cry or anything, she may flinch her eyes if shes sleep but that's it. Are those type of sounds something that a newborn at that age would respond to?
