Saying “I hate kids” to a bunch of people who don’t ever want to have kids - ok. 
Saying “I hate kids” to a group of mothers - rude. 
Saying “I hate kids” to a bunch of kids - cruel.

Not really. I think it's an over exaggeration when people say this. Hate and dislike are used interchangeably. People shouldn't actually hate others for no reason other than just for who they are, whether it's a child or an adult. But not everyone enjoys children or likes them. Which is fine.
