yes you will have to detach the collar and then pull up the bust. after it's refitted you can reattach the collar. it probably wouldn't be too hard for an alterations place.

For a quick fix, use safety pins. Going to a tailor is often expensive but is a safe choice

I’d suggest buy a different one coz it can be expensive to actually get it redone. Forever 21 has some nice dresses too and some are on sale :)

of course. but if you're trying to wear it tonight, take a safety pin or brooch and pin it together from the bottom of the bust. works for some of my one piece jumpers that sit like that.

A good sewist could probably detach bust from collar and re-sew it after they have pulled up the ‘slack. Take it to someone. It can be done!
