Do I be “that” neighbor?

Sorry this isn’t period related but my boyfriend and I moved into a new apartment about a month ago.... since then we’ve had no problems until a few days ago when we noticed our bathroom smelled like weed. We believe the downstairs neighbor are smoking in their bathroom (which is directly under ours) and try to get rid of the smell by constantly having their bathroom fan on (we can hear it through the floor) but it doesn’t work and is causing our apartment to now smell like weed. We live in a no smoking building and in fact there is a $1000 fine if you are caught smoking inside so I really don’t want to be the neighbor who calls and complains to the landlord but at the same time I don’t want to get fined for the smell/ possible smoking... do you think I should call the landlord?
