How to get him to commit

Ok ladies , I've been with my boyfriend 5 years this October , we have lived together for 4 years I cook I clean I do everything and anything for him because I love him .. We have talked about getting married and we have talked about kids .. He says he wants to buy a house first and then we will get engaged .. But I don't see him making any steps towards our future. And the other thing is we are still young (23)! But I feel that age is just a number when it comes to love and part of me feels that he's not even thinking about our future . How do I get him to see that I would like to get engaged soon?
